1 GENERAL PRESENTATION
The International Training Center for Bankers Ltd. (Bankárképző) was established in late 1988 - almost twenty years ago - and started its training activities in February 1989. The company was set up as the first institution of its kind in Central Eastern Europe by 28 Hungarian banks and the French training centre CIFPB. The owners’ structure underwent fundamental changes during the past almost two decades; by now the company is owned by the management.
The number of the participants on Bankárképző courses has grown year by year and by now reached a total of more than 60,000 during its operation. The scope of the training activities rose alike, covering a wide range of business related fields.
Making use of its knowledge base and experience, Bankárképző started with its consultancy services in the early nineties.
Clients of Bankárképző are from Hungarian banks and financial institutions, business companies, insurance companies and from various governmental authorities.
Tasks of the Bankárképző have been accomplished by a small but strongly committed and highly qualified staff. Experience of experts from practice constitutes one of the pillars on which the Bankárképző activities rest. The number of the full-time employees is 30, while that of the part-time specialists and trainers on contractual basis is around 300, providing a wide range of economic expertise. The majority of the team experts have company management, banking or academic background.
2 MAIN AREAS OF ACTIVITY
2.1 Training
In line with the Bankárképző's firm determination to improve the Hungarian economic sector, efforts have been made – as a top priority – to work out a comprehensive teaching methodology to meet this end. A large variety of courses both theoretical and practical depending on the subject matter (which are modules of a complex concept) have earned appreciation and recognition for the Bankárképző.
The programmes offered by the Bankárképző have undergone significant changes during 20 years of our operation, but their backbone is still consistently determined by degree courses and short (targeted) seminars.
Degree courses
- The Postgraduate Bank Diploma Programme (BADI) is a two-year training course for participants with university or college degree.
- The Certificate in Banking Programme (FEBI) a one or two-year distance learning programme developed for participants with secondary or with non-economic university education.
- The European Foundation Certificate In Banking (EFCB) – an excellent possibility for those who are engaged in acquiring a European diploma; supported by optional consultation.
- The Certified European Financial Analyst (CEFA) Diploma is an almost eighteen-month programme, which awards a joint certificate by the Hungarian Association of Capital Market Professionals, based on the educational and exam curriculum of the European Federation for Financial Analysts Societies (EFFAS).
The length of the short courses ranges from one day to two weeks and cover all relevant topics in banking and finance such as Bank management, Risk management, Financial markets, Simulations, Examination preparation courses, but also EU related subjects e.g. Use of Structural Funds, Cohesion Fund.
Bankárképző regularly develops programmes responding to specific problems and requirements of individual companies. Therefore, a close cooperation with several companies to develop and implement their in-house training programmes is of utmost importance.
2.2. Training in the non-banking sector
Bankárképző has experience in the non-banking sector as well. The Center has provided a series of training programmes for the Hungarian Enterprise Development Foundation and the Hungarian agricultural financial sector, too.
In the frame of two other Phare projects – Training of Regional Development Professionals and Non-Twinning Technical Assistance to the Special Preparatory Programme for the Structural Funds in Hungary – Bankárképző (together with its international partners) provided comprehensive training programmes for hundreds of economic and regional development professionals both on central and regional level. The training covered strategic planning and programming, programme and project management, financial management and control, monitoring and evaluation and communication and management skills.
2.3. Consulting
On the basis of our experience in business training, our associates’ personal skills and our stable partnership contacts, we have set up an exceptional institution-neutral workshop. At the request of companies, or in the frame of international programmes, we offer consultancy in mainly topics covered by our training programmes. The consultancy activities cover the design and set-up of complex training systems (including training of future trainers), development of corporate strategies, background research for future business and financial decisions, evaluation of business plans and projects, modernisation of financial management, introduction and operation of management information systems, controlling and internal audit, elaboration of project management, organisation development programmes; audit of banks and financial organisations; additionally, consulting linked to regional development, national and regional planning and programming and monitoring and evaluation of socio-economic programmes.
Bankárképző started training and consulting related to the new money – and capital market regulatory environment, Basel II and other similar regulations in 1999. During this time, we acquired a wild range of international and local experiences. From 2004 onwards, the company has been contributing to Basel II related projects connected to credit risk and operational risk in the field of project management and consultancy in more than ten smaller and bigger Hungarian banks. We won the Basel training of the staff of Hungarian Financial Supervisory Authority (PSZÁF) in public procurement process. Amongst these projects Basel II data gap analysis and Basel II implementation processes were appeared. Bankárképző has also been working on Basel II pillar two (ICAAP) projects including development of overall ICAAP methods and help in implementation.
BANKÁRKÉPZŐ has been contributing to the workout of operational risk handling methods under Basel II pillar one and pillar two in several banks. The Center coordinates and operates the operational loss database software called HunOR; for the time being, thirteen credit institution joined to the system.
Bankárképző regularly carries out banking supervision assignments - usually overall evaluation of banking activities - in designated commercial banks at the request of the Hungarian Financial Supervisory Authority. Among the supervised banks and financial institutions there were big- or medium sized banks, investment companies, lease companies and saving co-operatives. Due diligence assignment has been carried out not only in Hungary, but also in nearby countries.
Beside consulting in the financial sector, Bankárképző have been assigned by line ministries to elaborate comprehensive studies (e.g. Ministry of Health, Ministry of Defence).
Bankárképző participated in PHARE financed projects supporting preparation for accession; the company imparts high-level knowledge about the management of the Structural Funds for central government bodies and the regions, and it also provides technical assistance to EU-related development programmes in Hungary.
In its consulting activities, Bankárképző relies on the knowledge base represented by the pool of hundreds of experts. The expertise of these cover a various business related fields, e.g. corporate management, corporate finance, communication sciences, SME development, regional economic development, law, monitoring and evaluation, monetary policy, etc. Our experts are recognised on both national and international level, and they take part in a number of national and international research and development programmes.
2.4 Conferences
Linked to its training and consulting activities, BANKÁRKÉPZŐ organises year by year several national and international conferences and workshops in various fields. Here is a selection of the topics of our conferences: Basel II seminar series; Solvency II; Financial regulation; Financial stability; Credit bureau / Credit register; Credit risk; Euro cash changeover; Project management; Effective regional development in Hungary; PPP – Co-financing, Private Financing.
3. INTERNATIONAL EXPERIENCE
Since its establishment, the Bankárképző in its activity has been assisted by various foreign technical assistance projects and financial institutions as well as governments of individual countries in many different ways including for example financing long term consultants for the Bankárképző. The main supporters were the EU PHARE Programme and the British Know How Fund.
Bankárképző developed co-operation with numerous foreign training organisations during the different training projects. Apart from our regular partners, the French, the Belgian, the Dutch, the Luxembourg and the Portuguese banking training centres, we have good contacts with similar institutions in Germany, Great Britain, Greece and Scandinavia and very recently, we started cooperation with the Serbian banking training institute.
During its almost two decades long operation, Bankárképző won the recognition of international institutions. As a registered consultant to the EU's Phare project, we contributed to training programmes in Central and Eastern Europe and the CIS countries. In addition to seminars of various lengths, participation in the development of the distance learning programme of the Lithuanian Banking Training Center is of special significance.
Since the Bankárképző staff has experience which can be used in other countries that face similar problems of economic transformation, several of our experts have been invited to contribute to projects concerning needs analysis, situation analysis and institutional development not only within the region (e.g. Albania, the Czech Republic, Poland, Slovakia, Ukraine) but also in the so-called TACIS-countries (Uzbekistan, Kazakhstan) on the recommendation of our western partners and/or in co-operation with them.
The Bankárképző’s East and Central European experience is well exemplified by a number of international co-operation activities. Bankárképző has maintained good working relations with the banking training institutes and centres of other countries in the Central Eastern European region. The First International Conference of the top managers of East European banking training institutes, successfully organized by the Bankárképző in Visegrád in 1992, was an important landmark in this cooperation. Bankárképző lays also special emphasis on elaboration of joint pilot programmes towards training in the region.
Numerous financial and management experts work in some way for our company. On the basis of their educational background and broad professional experience, we provide high level consulting work for companies, financial institutions, and for banks as well. Having acquired broad experience also in this field, BANKÁRKÉPZŐ’s experience at a greater distance can also be utilized in countries with similar problems of economic transition.
